Sometimes eliquid is purchased in higher strengths of nicotine for the purpose of cutting down to lower strengths to get more for the price. The juice is mixed with either propylene glycol or vegetable glycerin (and optionally flavoring/alcohol/water) to get the desired strength measured in mg/ml.
